Be sure to read the complete terms & scope in their bid package documents. The bond is just one of many such requirements you must comply with, when working for the Gov as a contractor.
Don't assume that anything in there is optional or doesn't apply to this position. they mean what they say and you're in breach of contract if you don't comply.
Working as a contractor is quite different than as an employee.
Just to get on the bidder list you will need a D&B (Dunn&Bradstreet) business number and register online as a government contractor.
