12 Volt Switch
Bought an older rv. according to manual I can unplug 110 and on the fuse panel I can switch over to 12volt with a rocker. The rocker is not present. Manual provide no pictures. How can I make 12 volt ...

Because of that capacitor, I do think you have a converter that does not use a relay- it should be buried back there and look like this:
It will also HUM- not just hum.
Because this type stays in the circuit all the time,I do think it is a connection problem between the battery and fuse panel- could be a fuse, breaker or simple bad connection.
Just for kicks, I would hook a jumper cable to the negative terminal of the battery, and hook the other end to the frame.
