Try doing the way we have it here in Bermuda. 1 car per HOUSEHOLD. No, you cannot have a truck for personal use as well. 1 car shared between all the drivers in the house. At the peak there were 4 of us. We had one very busy little car.

We do, however, have bikes. 3 150cc scooter type bikes. The person who really NEEDS the car gets it otherwise ride your bike or work something out. Parents overide anyone else's wishes. Except for climate reasons bikes are great for getting around.
