Utah was not consulted on the original designation and many believed it was a very big over reach then. Most of the land was under state control and was open to hunting and other recreation activities that would not be allowed under federal control. That and with the park service lack of dollars to even operate or manage the new areas put the areas taken back, which was not all of it by the way, under management of the state. The state can make it a state park, some may have been before, charge for the use and keep the income as opposed to the feds getting it all. It not all bad that some was taken off the federal roles and put back to the state.
