Yes there still is a conventional brake pedal. The E-Pedal feature is just a marketing name for electric regenerative braking. A feature that most battery, hybrid, or plug in hybrid vehicles have. You let off the throttle and the electric motors use your momentum to slow the vehicle. And at the same time create a trickle of energy back to the batteries.
Also according to the Leaf's owners manual it cannot be flat towed.
