We don't know when the RV was originally bought and for what purpose. They may have bought it for trips only and THEN decided to modify it for their son's needs.

My personal guess is that they never thought about zoning, HOA regulations, etc., when they bought and modified it. Let's face it, most folks don't know enough to know they don't know enough and that they should be some research and ask questions before jumping in. Happens a lot, and sometimes ends up in a courtroom somewhere.
