5th wheel / trailer amber side marker turn signals

This evening the family and I were driving down the interstate and as we were passing a 5th wheel, the 5th wheel owner turned his left signal on so he could make a lane change to pass a slower vehicle...

Such lights are not required by law, but by law, if they're installed they MUST work... Basically you're just making your maintenance more difficult in the name of some "bling." People as a general rule don't pay attention to the regular turn signals, what makes you think they'll pay attention to these?
