I don't know whether it is worth talking about, or not. When a law is passed making something previously illegal (but not especially uncommon) legal, it is hardly surprising that arrests for that act go down since it's no longer an offence. Does it mean that there is more or less of a problem? You can't really tell; and the answer may depend on what you define as the problem in the first place.
If school zone speed limits were removed, the number of tickets issued for speeding in a school zone would decrease substantially. If the income tax were repealed, you'd see a large drop in the number of tax evasion cases brought.
