It sounds like they're having serious budget/staffing issues there. I believe postal management believes if they're saving money on payroll, they're somehow saving money. Of course they don't have the smarts to figure out it's costing them money in the long run.
At the risk of getting political, don't their operational changes have to go through Congress? I seem to recall that when they wanted to stop Saturday delivery to save money.
