This issue is really not about drones, it is about a lack of courtesy and consideration of others. Because technology has evolved, there are now new and aerial ways of being inconsiderate. It is really no different than constantly barking dogs, playing your outdoor speakers loudly, running your contractor generator, or any number of others things that inconsiderate people do when they think that they can do whatever they want even if it impinges on their neighbors.
Thank goodness, most campers have a respect for others and making the campground a pleasant place for all to enjoy. There are always a few who place themselves above all others. The guy who was sleeping at 7:15 AM wasn't disturbing anyone (unless his snoring was making the adjacent aluminum sided camper vibrate :))
