I agree. Weigh it. You've essentially been dismissing everyone's suggestions, when those are the ONLY possible explanations for your issues.
Too much tongue weight, too little tongue weight, not enough truck overall, bad hitch setup, wrong tires... That's all there is. About the only new thing you'd come across is if you find a small spaceship lodged under the trailer that's been trying to free itself using the "rocking method" of getting unstuck.
