I stayed at a Ohio SP and have for all the major holidays for years. Memorial day, Independence day and Labor day. I've run across what you speak of and always complained and always had action taken by the campground volunteers or park rangers. They are beefed up with extra volunteers during these times and are ready to deal with people that get out of hand. Ohio SP's have a no alcohol rule although it is widely known if you don't display in public (Can huggie or red solo cup) and don't cause any issues, no harm, no foul. It is used as the reason they throw people out that are breaking others rules or being obnoxious to others around them with loud music, non-stop barking dogs or cursing around kids.
Knowing a campground will enforce it's rules IS a determining factor before I will go there for a holiday weekend as it is similar to New Years Eve in my mind. A lot of once or twice a year "campers" that are there for a party more than the camping seem to fill the normally vacant campsites those weekends.
That said, I have had a wonderful time for the past three years (9 holiday weekends) without issue since the last time I had to drive to the campground check in station to complain about anyone.
