I picked up a couple electrics last year. Real bikes for about the same money. They are not fold up but will do about any hill an old guy should be on, they are not mountain bikes. I would not go less than 500 watts and 48 volts. As far as the add on wheel there are nice kits for rear and front drive for half the quoyed good deal on the "Geo Orbital Bike Wheel". Just look at E-bay.
