Sounds like you have a significant leak.
Must be real common problem, since I have had four different pushers with air suspension and all of them took significant time to air up. It isn't the brakes that take the time, it is all the air bags on the suspension (10 of them on my last tag axle.). Sorry if idling at startup bothers people, but it is necessary.
