The story goes that in the old days of manual typewriters the qwerty keyboard was designed to slow down typists. Essentially the typewriter keys would jam because they couldn't keep up with a skilled typist.

Not so much slow down the typists, but so the keys that are most used are on different sides of the typewriter and thus travel in a different path thus preventing jams. The reason the keys on a telephone are different from the keys on an adding machine (computer now) was to slow down the accounts that use the adding machine all day long. The old telephone switching gear could not respond as fast as the accountants could dial.
