Abusing

I don't see this as a "great new idea" - campers have been doing it for ages. As for doing it in a Walmart parking lot, I personally think it's a bit tacky, looks more like he's peeing than showering - but I don't think it's a big bad terrible thing. Somehow I doubt he's standing around flashing himself to all the little kiddies.
