They have put a lot of money into it and could have gotten a nice Park Model for the cost.
It appears that it might have been started out as a challenging project by someone who had the money to do it. It also looks like it's placed on a large parcel like his own acreage where no one could see it from the road or other neighbors. It might also be just be used as a get-a-way cottage.
