All camps receive guests at night?
Can I assume that all camps have some kind of night procedure? What do you do when it's past 10pm and you need to stop?

Not all camps have a late arrival procedure. Some discourage it for the peace and quiet for those who arrive earlier, some will leave a map and registration out on a booth for late reserved site arrivals, some say pick any open site then return to fill out registration.
There is no simple answer to your question; as each park, public or private, deals with occupancy and site availibility.
