All camps receive guests at night?
Can I assume that all camps have some kind of night procedure? What do you do when it's past 10pm and you need to stop?

True, in some CGs you can't get in after hours, but in many State CGs you can. A common tactic is you'll hear a rig pull in at 1:00 in the morning and is gone before 6:00 am when the rangers arrive at the gate. Free overnight stay.
