i've done late arrivals at commercial parks, told them I was coming in late and they would assign a site and tell me the procedure. In one case, a KOA I was coming to about an hour after closing, the said they would stay up until we got there; owner-operators known personally. This arrangement usually involves prepaying, so you don't come in while closed, leave before they open, and not pay.
The two public campgrounds I use most often close the gate at 10pm to stop drive-throughs. They have one-way tire traps for emergency exit. This is pretty common in the areas where I camp.
