I found that the management is typically "in on it" so to speak. Many campground managers are local people with local jobs. And many campground rockstars are not traveling, they are locals, who want to party with friends but don't have access to property thay will allow it.

In this case it sounds like the camp managers took pot as a little bonus for the cleanup fees.

As far as my opinion, I would not call the cops for pot use. However, I would call for disturbing the peace, destructon of property, or if I was threatened. I'm pretty much a live and let live kind of guy, so when minor problems reoccur that bother me I just don't go there any more. If I need to I just dial 911.

Don't forget to honk your horn to say goodbye! I often pack up and leave camps like this quite early. :)
