We spent the weekend at a State Park that allows people to park off the pavement onto the grass. Slippery mud pits all around due to ruts and wear. Already tiny lots with up to 1/4 unusable due to this. Suddenly our regular COE Park Ranger's OCD level of stopping to ask you to please park on the gravel and NOT ON THE GRASS made perfect sense. Those people will come knock on your door to tell you to get off the grass. Now I understand why.
Ditto the parties they shut down. I've seen them sweep a group like described in OP before the last cooler even leaves the car. We've never been harassed enjoying our adult beverages discreetly and like we have some sense. If you came to "party," however, they will move you along.
Sometimes we only appreciate rules when we see what happens when they aren't enforced.
