The one thing about Texas: A park ranger and a game warden are two of the most feared LEOs in this region. Some junkies moving in and puffing away in public would be soon be greeted by Plasticuffs for keepsake jewelry, a paddy wagon and DPS troopers.
A friend of mine who owns a CG in north Texas had a horror story from a busy weekend when some vandals caused immense damage (requiring his CG to be closed two weeks) and now on busy weekends, he keeps a off-duty LEO and a RV-capable tow truck on site. After he made it clear that ejected from his CG, then claiming to be too drunk to hitch up and leave will be immediately arrested for PI, and their rig impounded.
