While you think this is effective, this is precisely the passive aggressive type of behaviour that actually ENCOURAGES more bad behaviour. It is self defeating. It's the Israeli/Palestinian conflict writ micro-small...tit for tat.
No. Speak to them person to person. This is much more effective and results in, generally speaking. a feeling of "community shame" on their part. A situation they will want to avoid in the future.
It worked didn't it? The dog owner provoked his neighbor and got payed back. That action got the offenders attention more than talking would have!
