For most of my career I was on both an industrial fire brigade as well as the Hazmat teams at work. I can attest that yes, the metal strip should be wrapped snugly around the bridge of his nose for the exact reasons you mention.
I had to go to the grocery store tonight. Wearing a mask is now required to go into a store in NJ. Probably half the people in the store were wearing their masks inappropriately. Some even had the mask over just their mouths, not over their nose. People need to get serious about this.
