Will testing control it? No. But without testing, we have no way to know if actions taken are effective. It would be better to go door to door, and test everybody. But if everybody that is working in the stores and shops, and meeting with the public are tested often, and staying negative, then you can move resources to another area. If you get a lot of positive tests, need to work more to sanitize the store, maybe random test people wanting to shop.
