well my understanding a sales ban, but only when technology exists for an adequate replacement. Now for things like the small handheld home use leaf blowers, lawn mowers, weed wackers battery equivalents or better already exist. Personally I think the media is making a mountain out of a molehill on the generator side of things.
Reminds me of the uproar when 2 stroke off road bikes needed to meet much stricter emissions requirements and 4 strokes had to meet much stricker emission. The world was going to end and the end of off road motorcycling. fast forward a few years and (1) industry went to fuel and oil injected 2 strokes with better performance and lower emissions, and (2) 4 stroke FI off road motorcycles with amazing performance and power while being street legal came into play. My 2021 FI street legal dirt bike is a better performing bike than my older non street legal 4 stroke carb bike was.

That part is still debatable... however, in the article second paragraph stated this.
"According to definition of the proposal, the ban could include the use of generators installed in most motorhomes and other motorized RVs. RVers who travel with trailers and fifth wheels would be unable to use portable generators."
The other bill is already signed by Gavin to take effect in 2024 on banning... (didn't read the bill myself, just the stupid headlines). - ajridingExplorer IIIt sounds like a ban on sales of new engines, not a ban on using existing engines.
This will affect the entire country as manufacturers like to sell their item in all 50, but is CA the hot bed for lawn care? Seems like the Eastern half grows more grass and fall leaves than dry dusty dirty CA...
I did not see anything about RV generators, but they would fall under the small engine category. 4 stroke generators do not pollute like 2 stroke lawn motors or cheapo construction generators also.
I would argue that RV generators are not "off road" motors as they are on a street legal vehicle and serve that vehicle. "off road" in this case means not used on a State road, and not licensed for road use. - lostbytesExplorer

The ban against small generators IS NOT going into effect until the technology makes zero emmission generators feasible. The law is about reducing "low hanging fruit" IC engine small equipment use such as personal use leaf blowers and lawn mowers, and encouraging new technology for the rest. No equipment will be banned until the feasibility and technology is sufficient for the usage. - Propane generators will become popular.
