Sounds like weekend warriors who are likely locals. I would expect they frequent the KOA more than once per season. The CG management should note their account with cleanup costs to be charged to their next booking. That'll send the message to leave their campsite clean. Hitting the pocket-book is an effective cure for stupidity.
