I'm thinking a 700 lb tongue weight on a truck with a 5700 lb payload cannot possible return that much weight to the front wheels.
It seems to me the bars would have to be really tight to have much effect.
WD bars rated for 600# or more should be more than capable of restoring that much load to the front axle -- regardless of payload.
Whether it's necessary to restore any load to the front axle is another question.
