It seems to me that adjustable tilt is more important when the load bars are excessively high for the TW. My first setup was a Nissan Frontier towing a 2700# TT, with 280# TW. The best option available at the time was rated at 550#, if I had tilted the head max the load bars would have been dragging the ground over every bump. I was able to level my TV on 2 shims in that case.
I've upgraded to a RAM 1500, and shifted things around so that my TW is now 450. With that setup the head is tilted much more, still not max but AFAIK I'm setup correctly and it tows very nicely.
I suppose a WD hitch isn't strictly necessary on a trailer that light, I initially towed without and it was okay. However with the WD it towed much better and likely safer.
IMO max tilt is not the best option in all situations, perhaps in a case of matched TW and load bars.
