Almost any modern vehicle from a developed country can be imported on a one-time basis, you just have to have it modified to meet DOT, MVSS and EPA standards, and certified that it meets those standards. Pollution standards in the EU and Japan are now close enough to EPA, for gasoline engines, that it mostly just the certification process.
Our RVs are partially exempt from MVSS, depending on size and type, but it might be tougher on a smaller RV that comes in as a passenger vehicle.
Most of the time when you see European RVs here, they are here temporarily, the rules for that are different. Not imported, just visiting. Not so likely for Japanese RVs because there are just not very many of them, and the activity is not as big a part of their culture.
