Here is the information on Automatic Debit Scams. As you can see, they have to obtain your bank account number (not your debit card number).
Again, do not EVER provide your bank account to a bill payee. If you want to use their system, use your debit card or credit card (so you can just cancel the card to stop the payments). If you want automatic payments, go through YOUR bank's bill pay system so the payee does not get your account access and you have complete control over the process.
I learned this back in the day of AOL. I cancelled my account, but they kept charging me. For six months I fought with them while they deducted from my account each month. Had to threaten a lawsuit to get them to cancel. Now, for stuff like that, I use my debit card. If I want to cancel the service, I FIRST go in and delete the debit card information in my account, THEN I cancel the service. If they somehow find my card number and keep charging me (hasn't happened yet), I can just cancel that card with the bank and get a new one. It's all in my control.
