I just went back out to the school and played around with the hitch again. I think I've corrected the concerns.
Ball head is now tilted about a half inch back towards the trailer. Chains have only 2 loose links, so I meet the minimum of 5. The bars are now fairly close to level. The curve up slightly at the chain end, but it seems they should. The majority of the bar is parallel.
Tilting the head also seems to have effected the nose high concern. Looking at the roof line of the trailer, it seems about dead on level.
The front fender well measured 37.5" without the trailer, and 37.5" with the WDH. Is that what you mean by restoring 100% to the front axle?
I'll try to get another photo, but it is in my driveway now, which is not so level.
