Why would you go right to the office, without giving the owners a chance to fix the problem? It's totally possible that the neighbors have no clue what's going on while they are away. Going straight to the office is just going to create unnecessary tension between you.
Approach them with a positive attitude as others have suggested. Chances are they will welcome the information and deal with it. If not, then the office would be your next step.
