Is a CG/resort actually going to do anything is the question. It's nice to consider complaining to the office, but sometimes they don't do anything. I would call the local animal control in some cases. If it's noise and they won't do anything, I'd ask for another site. I wouldn't feel guilty about complaining.
We have a membership in a CG with 250+ sites (they also own 9 or so CGs) and every time we go, there are dogs that aren't on leashes, despite being a CG rule. Our dog was attacked once by an off-leash bulldog. A co-worker of DW was chomped in his family jewels by a bulldog and had to get stitches. The cops were called but the owners high-tailed it back to Canada. It may even have been the same dog. Every time we go, we still see dogs that are not on a leash. The CG management apparently could care less about enforcing their rules. The dog issue plus a couple of others is enough that we're now considering selling our membership and going elsewhere. For the amount of money we spent on the membership, it's outrageous they do such a poor job enforcing their rules.
When we take our dog to our CG, we never leave him alone inside. If we go out for part of the day, there's a doggy day care nearby he gets to go to. If we want more freedom to be able to go to the clubhouse, out for dinner, etc., he stays home with family or friends.
Unfortunately, some dogs just don't have responsible owners.

We had a lady in the site next to us once that had smoker's hack and she sat outside from sunrise to sunset and coughed loudly non-stop. I would have taken any barking dog over that. It was awful and there were no other sites available. There are no rules about coughing all day long outside... :(
