Rather than post my personal experiences, I will try to answer your questions.
When is it appropriate to complain to the office?
IMHO: Anytime the barking occurs during quiet hours. During the day anytime the barking occurs for more than one hour, two days or more.
What kind of response should one expect?
IMHO: Management will make arrangements to abate the problem. OR Offer me a different campsite away from the dogs.
Any less would result in a poor review at RV reviews.
