On our trailer, the the battery lights always read full charge when the trailer is plugged into the campground elect. The only time it reads even somewhat accurately is when we disconnect and wait a while.
As already mentioned, I would check the batteries with a volt meter instead of looking at the dumb lights:) It is also possible that your converter/charger is not functioning properly.
You might try putting a stand alone charger on the batteries to see if that helps.
