It is legal to move bark on wood (Firewood) WITHIN a quarteen zone Just not across zone lines.. For example I had an infected tree taken down in Detroit. Davison and Detroit (Michigan in both cases) are in the sdame quaranteen zone. No problem at all. Bugs burned well.
Small (10-12 inch) electric chain saws only run around 30-40 bucks. if corded. - JimBollmanExplorerReciprocating saw even with an aggressive blade is much slower than a chain saw. My first chainsaw 40 some years ago was electric. It was a plug in the wall type but I cut many cords of wood with it before I added a gas model. I would by truck loads of 12-16' slab wood dumped by the shop and go add it.

We have a battery powered 21" chain saw. It is really quiet and light but e don't carry it with us. I don't have a case for it which is necessary as bar oil get on everything. Ths one runs a long tiem on a charge. The even newer ones are built heavier and have more run time even. Our present electric chain saw is my wife's. She said she wanted and does most of the trimming around the home. I cut one fork of a sassfrass tree, I think about, 18" through like a knife going through butter.
That cutoff saw i handy on lots of things like cutting pipe etc with the right blades, cutting ff 2x4s etc when building but.... - PartyOf_FiveExplorerMy batteries switch between a drill, circ and recip saws. And any other ryobi tools you guys want to get for my bday...

Bought new , now 20 years old - PastorCharlieExplorerI also carry a propane torch with auto light trigger and it is the best thing since sliced bread to start a fire. One bottle last a few years.
