This summer we got one basically the same blue tote as Dutchman except ours had pneumatic rear fires. I would just put the round handle ring over the hitch ball on the back of the Jeep and tow it about a 1000 feet to the dump station.
Get the 40 - 44 gal version as it closely matches your black tank. You don't want the liquids running out filling up the tank and then having to close the valve before all of the solids are out.
I'm not sure about the comments on lifting it. The only time I had to lift mine was to tip it on edge when rinsing it.
