As far as the scammer replying to the AMEX dispute, it is very difficult to over rule the dispute. AMEX almost always sides with the consumer.
I did a quick search for Beaver UT tire scam, and it is amazing how many people have been scammed, or attempted to be scammed. I understand that all the locals are in on it, and I can't believe something has not happened from the state level to put someone in jail.
Seems like it would be a good use of a hidden microphone and camera to put someone behind bars, or at least a civil suit to shut them down. It seems like they prey on travelers, and once they figure out they were scammed it's not really worth pursuing trying to get them prosecuted or shut down.
