Remember New York city mayor "Rudy" Giuliani! Before he took office New York was one of the most crime ridden cities in the world. At the time he left office it was one of the safest cities in the world. How did he do it? He concentrated on the small stuff such a bicycle theft. He determined if you take care of the small stuff it will take care of the bigger stuff.
I suspect Las Vegas will not do anything even if Sam's were to catch a bicycle thief. If Las Vegas would take the same stance that New York had with Giuliani then Sam's could take care of the problem and at the same time Las Vegas may become a city that would be safe to visit which it is not today.
