Buying a spare is a good idea but not for your reason. Put the spare in a safe place for use if your original is lost. The fed will not replace lost passes.

A different perspective (but as silly as the one presented above):
If they raise the price and you don't think it is worth your $80, then don't buy it. Then either pay full price at National Parks and Forests or don't visit them.
I don't believe anyone here said they actually WANTED to pay more money.
