Are you going by the holding tank level indicator lights on the panel? You can't trust those no matter how clean you try to keep them.
As far as pulling both valves at once... I'd hesitate to do that because I dont want any of the black tank gunk to get up into the gray tank...and if the gray stops flowing before the black tank is empty, there's nothing stopping the black tank contents from getting into the gray tank (and flowing out again...but still...)
Do you know exactly how many gallons your black holding tank is supposed to hold?
If you really want to know if your black tank is empty or not.... get one of those gadgets that screws onto a water hose that counts how many gallons of liquid is going through the hose. Then set the gadget to zero, get a five gallon pail and fill it to see if the gadget is reading the amount of water correctly.
Empty your black tank... look at your indicator lights... fill your black tank with the gadget on the hose.... and empty it. Now look at your black tank level indicator light again. Probably still says it's 2/3 full.
If nothing else... you will have just cleaned your tank out pretty good.
