Ice is ice, period.
Black ice is when it's so cold pavement freezes and offers no grip! It's black and looks normal but it's slick as ice.
It's so cold that road salt won't melt.
It's so cold even sand offers no grip on pavement.
Anything else is simply frozen water, ice.

In So CA - Ice is clear, and something you put in a glass and pour a liquid refreshment over it..:S
However, Black Ice can be found in the local mountains - but if you go surfing in the morning before hitting the slopes for afternoon skiing the Black Ice is gone...:W
