That picture is not making sense as far as the road grade goes. But if he is only at 3000'. That is leas than 30 hp off of peak. Unless the OP has a lot of drivers loss, he should be able to go a bit faster than 40....
As I mentioned before too, he may not have the correct trans gearing either. Some of the rest of us are better setup.
