You are correct No Highway is a race track, though many in small cars treat as such.
Keep in mind an extremely slow moving vehicle is just as big an issue as an extremely fast one.
On interstates less of an issue, but they do cause bottle necks, and may cause others to do stupid things.
On back roads can be a lot worse, one going slow needs to be aware and use turnouts when possible.
