Sounds pretty similar to Deadman's Pass (aka Cabbage Hill) on I-84 in Ory-gun.
GOing down, white knuckle unless you start the hill pretty slow, and a low gear.
If you start the descent too fast, then you are on the brakes too much.
Going up, good luck carrying any speed/momentum due to the hairpin turns.
