OP is dealing with hydraulic surge brakes, not electric.
I have the same issue with the surge brakes on my boat trailer. I only tow about 20 miles one way so I just manually lock out the surge brakes. Mine is a lever that I put a wire on to lock out the brakes. It's a pita.
