What brand of trailer are you pulling? On my Ranger boat trailers there was a solenoid that blocked the flow of fluid to the brakes when connected. They were activated by the back up lights of course. This solenoid is a small device with two wires and was clearly visible along the rail near the tongue. Look for mfgr names on the actual brake mechanism and give them a call.
If this is not a new trailer the previous owner may have lost the proper pin that might have a small round ball on the side to keep it from coming out.
