If you are purchasing from a private party, I would suggest you get a bill of sale with the seller's name, address same as on title, and phone number, plus signed by the seller. You know MVD - you want all your ducks in a row.
Don't trust what I tell you -- I am only relating my experience. Do your own due diligence. As you know, you never know for sure what they might or might not do or require when you arrive there.
Odd to me that they wanted to measure your RV -- the last two motor vehicles that I bought out of state, drove here, and went to MVD to register, they didn't even bother to inspect them or to check the VIN. I just paid the sales tax and registration and they issued the plate. I maybe wrong but I don't think AZ charges sales tax on used car purchases. They did for a few years in the 90's but I believe that ended.
I live in AZ and have bought out of state numerous times. Of course they charge sales tax on used vehicles as well as new vehicles. But only if bought from a dealership, in state or out of state. If you purchased from an out of state dealer, you will be assessed about 6% in taxes, give or take, when you register the vehicle at AZ MVD. Don't let the out of state dealer charge you sales tax for their state, since you will be paying it to AZ.

- dkreuzenExplorerIf you buy it from a private party (in any state) you will not pay any sales tax when registering in AZ. If it was bought from a dealer then you will pay. If you buy from a out of state dealer it's best to not pay the sales tax to them and pay it when you register in AZ. As for the paperwork the seller's state controls the selling paperwork, whatever they require is what you will need to do.
Been there, done that... twice. - guidryExplorer III bought my 5th in Texas, dealer got DMV estimate for California taxes which I paid, no problems at all. But...I had to take my 5th to a Calif DMV so they could verify the VIN. Would've been a hassle but I went at 5:30am to get into parking lot then as the inspector saw I was blocking lanes, he got me out before they opened. Sorry, a little off track but thought it would give you ideas if you have to do a VIN check to register.

However, I would check with the MVD if that is an issue, prior to purchasing it.
- stripitExplorerI flew to Michigan to buy a Jeep, drove it back to Az and paid the sales tax to Az. Easy to do and the Michigan dealer gave me a 10 day drive away tag. I paid only for the car in Michigan, nothing else.
